The problem

If the spreadsheet people actually work in has no live link to DataFlow, every bulk change is a round of exports, edits and re-keying that nobody can fully trust.
Export, edit, re-key
Data comes out of DataFlow as a file, gets worked on in Excel, then someone types the changes back in by hand — slow at volume, and a soft spot for mistakes.
Errors found too late
A bulk edit is pasted back in one go, so a bad value is only caught after it has posted, when unpicking it costs far more than checking it would have.
A back door around permissions
A generic spreadsheet tool that reaches into the database can show and change more than a user is meant to, sitting outside the access controls DataFlow enforces.
Working from a stale export
The downloaded file is out of date the moment it is taken, so edits are worked out against figures that have since moved on, and the numbers pushed back no longer fit.
